CITY CALENDAR

 

The Frontenac City Council meets on the first and third Monday of every month at 6:00 p.m. at Town Hall.

 

The Frontenac Municipal Court holds court on the first and third Wednesday of every month at 4:30 p.m. at Town Hall.

 

The Frontenac Public Rec. board meets on the first Wednesday of every month at 4:30 p.m. at Town Hall.

 

The Frontenac Planning & Zoning Board meets on the second Thursday of every month at 5:30 p.m. at Town Hall

The regular meeting of the Frontenac City Council, March 17th, 2008 was called to order at 6:00 PM by Mayor Kennedy.  The Pledge of Allegiance was recited by all and roll call was answered by Southard, Macary, Quenoy, Pyle and Grilz.  Kotzman, Bridwell and Restivo were absent.

Minutes of March 3rd, 2008 were opened for discussion.  A motion was made by Grilz and seconded by Quenoy to approve.  The motion was unanimously approved.

Appropriation Ordinance #1475 was opened for discussion.  Southard questioned warrant number 23526 to O’Malley Implement.  Part of this invoice was for a new brush hog.  Quenoy made a motion to approve appropriation ordinance #1475, this motion was seconded by Grilz and unanimously approved.

Mayor Kennedy opened the public hearing on Ordinance 2008-01 to vacate two alleys.

1.     A 20 feet wide alley lying North of and adjacent to Lots 1 thru 9 in Haderlein’s First Addition to the City of Frontenac, Kansas lying within the Southwest Quarter of Section 5, Township 30 South, Range 25 East according to the recorded plat thereof, except that said City of Frontenac shall retain a utility easement 10 feet either side of sanitary sewer lines or other public utilities running within said area.

 

2.     A 20 feet wide alley lying South of and adjacent to Lots 1 thru 7 in Block 2 in Santa Fe Addition to the City of Frontenac, Kansas lying within the Northwest Quarter of Section 9, Township 30 South, Range 25 East according to the recorded plat thereof.

With no public opposition to the vacate, a motion was made by Quenoy, seconded by Macary to approve ordinance 2008-01.  This motion was unanimously approved.

Police Chief’s Report:  Chief Flora advised the Council that Amy Jones had completed the reciprocity class at KLETC and was now a certified officer in the State of Kansas .  Chief Flora also advised that the new Intoxilizer 8000 had been received and was in use by the department.

Citizens Comments:  Kathy Benard was present and with a question about the building permit on the duplex at Linn and Creager.  Kathy questioned whether or not the building permit had expired.  According to the Ordinance, the contractor has 180 days to begin construction, not complete construction and they were within their time restraints.

City Clerk’s Report:  Council was presented copies of Resolution 2008-03 which authorizes the City to invest monies in the Municipal Investment Pool.  A motion was made by Grilz, seconded by Pyle and unanimously approved to pass Resolution 2008-03.

Resolution 2008-02, prescribing the form and details of and authorizing the delivery of the 2008 GO Bonds.  A motion to approve Resolution 2008-02 was made by Quenoy, seconded by Grilz and unanimously approved.

Ordinance 2008-03 authorizing the issuance and delivery of the 2008 GO Bonds and providing for the levy and collection of annual taxes for the purpose of repaying the bonds was presented to Council. A motion was made by Pyle, seconded by Macary to approve Ordinance 2008-03.  This motion was unanimously approved.

Mayor Kennedy asked if all members of the Council had read the memo from the City Attorney outlining the procedures to be followed on work comp claims.  The memo centralized the claims by naming the City Clerk as the Human Resources Officer and all claims filed through the City Clerk.  The City Attorney and Mayor are to be copied on the incident.

With no further business, a motion to adjourn was made by Quenoy, seconded by Grilz and unanimously approved.
