The regular meeting of the Frontenac City Council, January 17th, 2012 at Town Hall was called to order at 12:00 Noon by Mayor Kennedy.  The Pledge of Allegiance was recited by all.  Roll call was answered by Papish, Kotzman, Bridwell, Quenoy, Hipfl and Menghini.  Chiappetti arrived after roll call and Macary was absent.

Minutes of January 2nd, 2012 were opened for discussion.    A motion was made by Papish and seconded by Bridwell to approve the minutes.  This motion was unanimously approved.

Appropriation ordinance #1567 was opened for discussion.  Bridwell questioned the payment for cleaning carpets; this was at the John Deere building.  Bridwell also questioned whether or not the health department had done flu shots for all employees---they did.  Bridwell asked what Individual Mausoleum was paid for out of the cemetery fund.  This purchase was for the columbarium at the cemetery and it was paid in part by a donation to the cemetery.  Bridwell asked if we had considered buying fuel directly instead of through the local business’.   Dan advised that we currently do that for the public works vehicles so they have fuel 24 hours a day but that the police department would continue to patronize local businesses for convenience and to patronize local business.  There is very little  if any savings in buying in bulk.   Hipfl asked about the check to Nates Lawn Care and if this expenditure was for parks and recreation.  The check was for broadleaf and fertilizer for the softball field.  Hipfl also questioned the payment to Galeton, this purchase is for gloves for the city crew and they purchase these about twice a year.  A motion to approve appropriation ordinance #1567 was made by Quenoy, seconded Menghini and unanimously approved.

Police Chief’s Report:  Randy requested Council permission to work with Jennifer to re-work the animal control ordinance.  Randy would like to increase the cost of dog tags and the penalties for allowing animals to run at large to recoup some of the costs of harboring animals.  A motion was made by Quenoy and seconded by Bridwell to have the ordinance changed.

City Administrators Report:  Dan advised Council that the City was extending the sewer line in the North Industrial Park to accommodate two new businesses.  Dan advised that he needed Council approval to proceed with Radell Construction to do the line boring for the project.  This enables us to run the line under existing concrete driveways without disturbing them.  The project can be bid but that tends to increase the cost due to additional bonding and paperwork that would need to be done by the contractors and engineer.  A motion was made by Menghini, seconded by Quenoy and unanimously approved to proceed with Radell doing the work.

City Clerk’s Report:  Resolution 2012-01 was presented to Council A RESOLUTION TO SUBMIT TO THE QULAIFIED ELECTORS OF THE CITY OF FRONTENAC, KANSAS, THE PROPOSITION OF LEVYING A QUARTER PERCENT (0.25%) RETAILER’S SALES TAX IN THE CITY OF FRONTENAC, FOR THE PURPOSE OF IMPROVING AND MAINTAINING THE PUBLIC STREETS.  A motion was made by Chiappetti, seconded by Bridwell and unanimously approved to pass resolution 2012-01. 

With no further business, a motion to adjourn was made by Quenoy, seconded by Kotzman and unanimously approved.
