The regular meeting of the Frontenac City Council, April 5th, 2010 at Town Hall was called to order at 6:00 PM by Mayor Kennedy. The Pledge of Allegiance was recited by all and roll call was answered by Papish, Kotzman, Bridwell, Macary, Quenoy, Restivo, Menghini and Chiappetti.   

Minutes of March 15th, 2010 were opened for discussion. A motion was made by Macary and seconded by Chiappetti to approve the minutes. This motion was unanimously approved.

Appropriation Ordinance #1524 was opened for discussion. Papish questioned the gas bill at the shops and questioned whether or not it could be reduced. Dan advised that we kept all equipment inside and had to keep it thawed for use. A motion to approve appropriation ordinance #1524 was made by Quenoy, seconded by Bridwell and unanimously approved.

Citizens Comments: Tracy Mapes, 606 N. Linn was present and voiced her concerns about several issues. Mrs. Mapes asked who was accountable for structures in need of repairs or clean up as several homes in her neighborhood were unsightly. Mapes also complained about the cats and dogs running in the neighborhood. She was advised to contact the police department on the dogs, however; the City has no ordinance addressing cats. Council discussed this and Chief Flora advised the expenses involved would include additional personnel and a structure to house the animals as our existing structure would not accommodate housing cats.

City Administrators Report: Dan advised the Council that the engineer had sent the overlay project out for bid. Dan would like Council to appoint Dave Chiappetti and A.J. Menghini to a committee to sit in on the bidding process and review the information to assist in making the decisions on the overlay project. Both have experience which will assist the City in the process. Both accepted and will attend future meetings concerning the overlay project.

Dan also advised the Council that he had been approached by Beth Terlip requesting the City advertise monthly with her radio station. Currently, the City takes out ads for sports events, Festa, Homecoming and various special events. Beth is suggesting a monthly contract of $125.00 which would cover all these events plus monthly ads concerning the City. Council decided this was not needed and declined the offer.

City Clerk’s Report: Council was advised that the KDOT TR-0087 loan which was taken out two years ago had an amendment that needed to be part of the original and had not received Council approval. These loan funds have already been used and projects completed, however; this is a housekeeping matter discovered by KDOT. This requires a resolution by Council that has been approved by the City Attorney. A motion was made by Quenoy, to approve Resolution 2010-01, A RESOLUTION AUTHORIZING THE EXECUTION OF A CERTAIN AMENDMENT TO AN EXISTING LOAN AGREEMENT BETWEEN THE CITY OF FRONTENAC, KANSAS, AND THE STATE OF KANSAS, ACTING BY AND THROUGH THE KANSAS DEPARTMENT OF TRANSPORTATION; AUTHORIZING AND APPROVING CERTAIN DOCUMENTS IN CONNECTION THEREWITH; AND AUTHORIZING CERTAIN OTHER ACTIONS IN CONNECTION WITH THE FIRST AMENDMENT TO THE LOAN AGREEMENT.

This motion was seconded by Restivo and unanimously approved.

With no further business, a motion to adjourn was made by Quenoy seconded by Papish and unanimously approved.
