The regular meeting of the Frontenac City Council, May 17th, 2010 at Town Hall was called to order at 6:00 PM by Mayor Kennedy. The Pledge of Allegiance was recited by all and roll call was answered by Papish, Kotzman, Macary, Quenoy, Restivo, Chiappetti and Menghini. Macary and Bridwell were absent. Minutes of May 3rd, 2010 were opened for discussion. A motion was made by Kotzman and seconded by Restivo to approve the minutes. This motion was unanimously approved. Appropriation Ordinance #1527 was opened for discussion. A motion to approve appropriation ordinance #1527 was made by Quenoy, seconded by Papish and unanimously approved. Dennis Meier was present to address the Council on the 2010 overlay projects. The committee, consisting of Chiappetti, Menghini, Mayor Kennedy, Dan and Dennis Meier had met to review the bids and recommends that the project be approved as slated and to go with Heckert Construction as they were the low bidder. Dan advised Council that 210 Avenue had been removed from the list of streets. Both we and the City of Pittsburg agree that this shared roadway could be postponed. This years’ bids had come in lower than expected and Dan recommended that the City take advantage of the low bid per ton and do all of the streets slated for the project. Funding for the project would be done through a temporary note which may require a slight increase in the mil levy for the 2011 budget. The total cost for the project is estimated at approximately $180,000.00. Dennis also advised the Council that the FEMA funds from the winter storm damage were unlikely to be approved. A motion was made by Papish and seconded by Quenoy to go ahead with the committee recommendation and proceed with the paving project. This motion was unanimously approved. Mayor Kennedy recommended the following annual appointments.
A motion was made by Menghini, seconded by Restivo and unanimously approved to accept the Mayor’s annual appointments. Council Members’ Comments: Menghini advised that he had received a complaint about “jake brake” usage on US 160. This matter has been discussed at Council several times in the past. The Council agreed that there needs to be signs posted at the City limits on US 160 to stop truckers from using this as a means to slow down, due to the noise produced. A motion was made by Menghini, seconded by Quenoy and unanimously approved to post and enforce the ordinance against “engine muffled brakes” on US 160 Highway. City Clerk’s Report: CMB licenses for Bootleggers and Pickled Petes were presented for Council consideration. A motion was made by Menghini and seconded by Quenoy to approve both CMB applications. This motion was unanimously approved. Assistance for the homecoming parade was requested for June 5th. Menghini, Chiappetti, Restivo and Papish all agreed to help with the parade. With no further business, a motion to adjourn was made by Quenoy seconded by Kotzman and unanimously approved. |
